Ever tried to dig up an established Yucca with the purpose of its wholesale removal from the landscape? You will find that its thick fleshy roots go both horizontal and deep, that there are an amazing quantity of them, and that you will never remove all of them. When sprouts return, hit them immediately and repeatedly with a weed killer (or repeatedly cut them off) until all signs of life have disappeared. This will take months, if not a couple of years.
