Most tree dogwoods, including Flowering Dogwood, display layered branching, even in youth. In addition, although many cultivars of Flowering Dogwood are budded or grafted onto a seed-grown rootstock, suckering is often not prevalent (as it is here, where pruning of the basal suckers needs to occur).
